Fran Castellow, MSEd

President, Operations

Fran has served as a nonprofit executive for over 25 years, joining Patient Advocate Foundation in 2000. She currently serves the organization as its President of Operations, a position she has held since 2006.  

As President, Fran holds top executive management responsibility for the effective and efficient delivery of mission-focused patient programming and partnerships including Case Management Services, PAF’s TotalAssist Program, Financial Aid/Small Grants programs and nonprofit service agreements. Fran has more than 22 years of experience managing charitable patient assistance programs, more than any executive in the industry. Combined, PAF’s direct patient programs provide help to hundreds of thousands of patients nationwide each year, distributing several hundred million dollars in direct financial assistance. As well, she is responsible for the successful delivery of Human Resource, Finance, and Information Technology services within the organization.   

She serves as a member of the PAF executive team, collaborating with the Chief Executive Officer and other organizational leaders to develop the short and long-term vision, strategic goals, and operational strategies for the organization. Fran leads operational teams that are responsible for the conceptualization, design, delivery, and ongoing management of mission-related programming that is effective, efficient, and impactful to the patients and families served by PAF. She has managed the growth of the organization, located in Hampton Roads and in strategic locations across the country, from 12 employees in 2000 to a workforce of 300 after its strategic merger with the PAN Foundation. During her career, Fran has built strong strategic alliances with stakeholders in the healthcare and nonprofit sectors that has resulted in the successful procurement of significant grant support for the patient programming provided by the foundation. 

Fran currently serves on the Fear2 Freedom Board of Director’s and the Truist Bank East Community Advisory Board. She is a 2014 graduate of CIVIC Leadership Institute and is an active volunteer in her community. She has been a member of Impact 100 of Hampton Roads since 2018, serving as the Co-Chair of the Grants Committee in 2019 and 2020. Fran served as the Treasurer of Bay River Rumble youth softball organization (2018-2022). Fran holds a Bachelor of Science Degree in Psychology from James Madison University, Harrisonburg, Virginia and Master of Science Degree in Education Counseling from Old Dominion University, Norfolk, Virginia. 

She and her husband reside in Yorktown, Virginia and have three daughters.
